President-Elect Candidates
Patricia Hernandez
Patricia Hernandez has been a member of TALAE for twenty plus years and has served on the TALAE Board as Central area representative, South Central area representative, and TALAE Executive Board as Secretary.
Patricia is currently working with the Alamo College District as the Director of Adult Education in San Antonio, TX. She manages three grants and institutional funds with a team of thirteen staff and 40 plus instructors to provide basic education and career training for the San Antonio area and as a member of the Alamo Consortium.
Patricia previously worked at Austin Community College (ACC) Adult Education for over 20 years in where she managed the enrollment for the Adult Education Program, coordinated their GED Program and a nationally recognized 12-week intensive College Prep Academy that prepared students for the TSIA exam and college success.
While at Austin Community College, she organized various events to celebrate and facilitate next steps for the Adult Learner (NAEHS, College and Career for a Day) and taught Developmental Education and Student Development Frameworks courses.
She earned her master’s degree in Developmental and Adult Education and completed all course work toward a doctorate in Developmental Education at Texas State University, and earned her bachelor’s degree is in Mathematics at the University of Texas in Austin.
Patricia also served on the Texas Chapter of the National Association of Developmental Education (or Texas Chapter of NOSS) from 2017 to 2023, where she served as Secretary, Treasurer, President Elect, President, and Past President to plan and implement the annual College Academic Support Programs (CASP) Conference. While working with this diverse and committed team, she gained experience that will support her in the roll of TALAE President.
Throughout her 20-plus years as an administrator, scholar, and educator in Adult Education, she strives to build a culture of engagement and lifelong learning to generate successful programs. With all her academic and professional experience, she brings a commitment to serving the adult learner. For all these reasons makes Patricia Hernandez the best candidate for TALAE President Elect. Delia Watley
Delia Watley, Program Manager for the Adult Education and Literacy programs in the Irving ISD, began her career in education in 2002 managing the Irving.Net CTC program, a collaborative effort of the City of Irving, the Irving/Las Colinas Chamber of Commerce, North Lake College and the Irving Independent School District. Ms. Watley has served on various educational committees over the years including the Dallas County Coalition as well as Collaborator to the Texas Adult Education & Literacy Internationally Trained Professionals Workgroup. Ms. Watley is currently serving as VP on the executive board of TALAE (Texas Association of Literacy and Adult Education), the Parkland Irving Community Advisory Board and the Educational Committee for the Irving Carrollton Branch of the NAACP. She has received numerous awards such as the NAACP Educator of the Year Award, Workforce Solutions Trailblazer Award, the Irving ISD Heartcore Award, the Barbara Bush Dyer Pearl Literacy Award, the NAACP President’s Award, the Irving Hispanic Chamber of Commerce Partnership Award, the 4H Dallas County Partnership Award and the recent 2023 Pillar Award from Workforce Solutions.
Delia Watley is a graduate of Grambling State University and holds a master’s in Educational Technology and Leadership from Lamar University. She also holds the Administrator’s Credential for the state adult education programs, the Career Pathways Leadership certification and is a graduate of the ESL Teaching Academy of Eastfield College.
